To answer your question pertaining to what rank would lead a Platoon, Company, Battalion...etc. etc.: An officer with the rank of 1st Lieutenant, though sometime 2nd Lieutenant will lead a Platoon with various NCOs, Corporals, and Lance Corporals in the Non-Commissioned Tier. For a Company, an officer of the rank of Captain or Major. A Major or a Lieutenant Colonel would command a Battalion, with a Lieutenant Colonel or Colonel in command of a Regiment while a Colonel or Brigadier General would command a Division. A Brigadier General or Lieutenant General would command an Expeditionary Unit. Easier Layout for reference: 1) Platoon: 1st or 2nd Lieutenant 2) Company: Captain or Major 3) Battalion: Major or Lieutenant Colonel 4) Regiment: Lieutenant Colonel or Colonel 5) Division: Colonel or Brigadier General 6) Expeditionary Unit: Brigadier General or Lieutenant General Now, that's the general command structure. On this site, we use a different structure at least in so far as the strength difference of the 120th Marine Expeditionary Unit. yappashalorpg.proboards.com/thread/6131/unsc-ranks-organizationScroll down to the last post in that thread. The command tier on Yappa's Halo is: 120th Marine Expeditionary Unit Layout: 1) Platoon: 1st or 2nd Lieutenant 2) Company: Captain or Major 3) Battalion: Major or Lieutenant Colonel 4) Regiment: Lieutenant Colonel or Colonel As for your second question, you can. It's why each Profile tends to include NPCs in which your character interacts with most, at least in the RP Sample.

Rank | Command (/ = OR) | Second Lieutenant | Platoon | First Lieutenant | Platoon / Company XO | Captain | Company | Major | Company (rarely) / Battalion XO | Lieutenant Colonel | Battalion CO / MEU XO / Regiment XO | Colonel | Regiment CO / MEU CO / MEB XO / Division CO (Rarely) / Division XO | Brigadier General | Division CO / MEB CO / MEF XO / MEF CO (rarely) | Major General | MEF XO / MEF CO (rarely) | Lieutenant General | MEF CO |
MEU = A 'battalion' sizes Marine Expeditionary Force, typically lead by a Colonel. MEB = A 'regiment' sized Marine Expeditionary Brigade, typically lead by a Brigadier General. MEF - A 'division' sized Marine Expeditionary Force, typically lead by a Lieutenant General 2) This is harder to answer. Short answer, yes, as you could have your playable character in the unit of your higher ranked character. Long term, however, you'll realise that you'll also have other playable characters within your command and be under someone else's command. That is how a chain of command works.
