Also, with the addition of stations to the Naval Information thread, does that mean a person could make a profile with them? If so, would the refit stations be tier 5 and orbital defense platforms tier 6?

The tiers represent responsibility, not power. So if you want a tank as a Second Lieutenant you have to make a 2LT. Orbital Defense Platforms will not be playable. They are stationary assets that won't be able to be RPd for at least the long future.
