I had a idea early today and right now, I am just putting it out with this setting write up. Might not live. Some reason, I envisioned a reversal of things. Without thoughtful spoilers, will say it is a dominantly 'Covenant'-involved setting...but I am sure it will shape depending on events.

The Colony of Restoring Presence
A recently-established colony of mainly Covenant refugees with Outer Colonial Human presence as a trading client from a nearby system, Restoring Presence possess many of the known client races; from the Sangheili to Jiralhanae, Unggoy and Kig-yar, and a hive of Yanme’e sitting in the toxic jungles.
The government is honored by a council resembling the old ways, each representative of their species are elected leaders from a small collection of high-ranked members. While their disputes are known and somewhat resented, the Council of Restoring Presence believe in the functionality and betterment of all on their planet. Such was the reason for even allowing the Humans to work a functional relationship between them on their planet, the minerals and extorts made serve a good monetary flow and information from their newfound ‘allies’, but wariness is thick from all. From both sides and rumors of the UNSC creeping is becoming increasingly known from the Council Hall to the streets.
How long before the embers are lit?
Life in the Colony:
The Colony have one large metropolis that is fixed into a circular structuring, the work of rare Huragok architects and able Covenant workers saved the refugees from a condemnation of constant movement on dying ships without fuel. Protected by a energy shield from both possible naval attacks and the deadly atmosphere outside its walls, filters work the toxins to breathable gases.
Despite the hope of unity, separation of species and their needs were almost inevitable. The noticeable quarters is more noticeable from the lower quarters sitting on the outside rings of the city, dominated by the Unggoy and their great survivability in the toxins. The Kig-yar have a close relationship with the docks and have power there, closely watched by the Dockmistress while carefully accounted by the other species, in case of foul play. However, no incident have served to wary their trust.
The Jiralhanae normally have a presence in the mid-tier of the City’s rings, watching over as security with the Sangheili to protect their fellows and themselves. However, at the heart of the city with the administrative quarters and powers, the work of client species once controlled by hierarchy is slowly realizing in appreciating each others’ strengths and weaknesses. Even if they still have gear of their past lives.
Life outside of the City:
The Restoring Presence is a deadly planet not of breathable gases nor its evolved life, cultivated during the war by a sect of Zealots seeking to make use of more resources for the Covenant war machine. Under the crusts is sources for valuable minerals used for energy and equipment, to which the inhabitants make good use of. Now controlling these mining operations is a ring of companies that rival or even align for short periods, depending on the severity of the colony’s stabilities.
Sparse jungles, forests and hotlands sit on the colony’s residing continent with another planned to be built in the future on its neighboring lands. Right now, small settlements scatter certain areas when the city was starting to be overpopulation and a presence on the planet.
Several species of beasts, insectoids and dangerous flora are documented with still thousands more to be discovered, making life outside of the main colony’s immediate area a dangerous one. However, sometimes factors drive people to it. Even as much as warlike tendencies being sated by hunting these deadly specimen.
